According to the Memory BC Archives Richmond Bogside is/was a section of the Richmond, BC Scout district that encoompassed the area East of the No. 3 Road.
Exploring the net I found a 12th Richmond group and an interesting Sea Dragon Sea Scouts (alternate site) that seems to use a variant of the badge without "Bogside" for one of their sections.
The badge itself is another of my favorites for it's colour, heraldic design and unusual shape.
