I was at the Greater Victoria Region Cub Rally in 1990.
I was not however, involved with Scouting at the time. The "coat of arms" style and armoured gauntlet give away the medieval theme of the event held in Beacon Hill Park. I was a member of the SCA at that time and we provided fully-armoured fighters for a demo as part of the rally. The cubs sure enjoyed watching gown men hit each other with sticks. They really thought it was hilarious when the same fighters, still in armour (minus helmets and weapons) did a dance with the ladies who were in medieval costume.
I was thrilled to get the badge and it was a nice connection with Scouting during my non-Scouting years.
