I wore this on my Scout and then Venturer uniform while I was with 5th Arbutus, a now-defunct group. There seems to be a 1st, 3rd and 10th Arbutus currently.
I don't know if it would be possible to construct a decent history of Scouting in Victoria but I found an interesting history page about 3rd Arbutus which would be a good place to start. Some of the these higher numbers like 10th Arbutus and 12th Garry Oak certainly speak to a time when there were a lot more groups.
