Obviously it is an older badge, note:"Boy Scouts" again. I am not even sure it is in use as the only "Garry Oak" is the 12th (linked above) which is a Sea Scout group based in Cadboro Bay. I am pretty sure they use a round white badge with a blue or black anchor.
This badge has some design problems with too any elements and no distinct focus, yet it is one that always catches my eye. Maybe it is the bold gold on black or the crazy amount of interesting details. I have to say I like it.
