It just looks so "home-made" that I find it charming. Why design and create a whole new badge for a big event, especially if you have a couple of hundred regular badges floating around? It looks like the "CJ and "81" could have been added by hand by an industrious mom.
I have no idea if that is what this subdivision of the Halifax Region was doing in 1981 but I like the result. The sticks crossing the fleur-de-lys have no clear purpose but the sharp colour contrast and simple design work for me.
