I mean, a badge is essentially a "flag" in a different shape. Of course if they had just put the St Andrew's Cross and the Scout flag together it could have looked great but they would not have room for the vexilogicaly illiterate. The image and the words both say "Scottish Scouting", so what we have here is a Department of Redundancy Department message that says: "Scottish Scottish Scouting Scouting".
